Opens Help System window and displays HTML-based documentation

HelpSystem depends on JEditorPanel to display HTML content in a JFrame. I hope that Sun improves JEditorPanel to a point where it can be used to browse real Web content. For now, HelpSystem is used only to display local help files. For on-line content browsing TestMaker uses BrowserOpen, a GPL library by Stephen Ostermiller at http://ostermiller.org/utils/Browser.html
